Relating to providing children committed to the Texas Juvenile Justice Department and prisoners serving a sentence in a county jail with certain documents on discharge or release.
No significant fiscal implication to the State is anticipated.
HB 4355 would require the Texas Juvenile Justice Department, when discharging a child in confinement or under supervision, to verify whether they have a driver’s license, personal identification card, birth certificate, or Social Security Card. If they do not have one, the Department would have to submit a request to the applicable entity on behalf of the child. The Department would be able to charge the child or their guardian for any costs incurred in applying for a driver’s license or personal ID card.
Similarly,
county sheriffs would also be required, when discharging an inmate from a
county jail, to verify whether they have such documents. If the inmate does
not, the sheriff would have to submit a request to the applicable entity on
their behalf. A sheriff would be able to charge the inmate for
any costs incurred in applying for a driver’s license or personal ID card.
