Relating to the organization and efficient operation of the legislative branch of state government through joint entities.

No significant fiscal implication to the State is anticipated.

Bill Analysis

HB 4294 would make certain changes and updates to laws regarding joint entities operated by the Legislature, such as joint committees and legislative agencies. Per diem and travel expenses paid to a member of a joint committee would have to be paid by the chamber to which the member belongs. Expenses paid to a member of the public working with a joint committee would have to be paid by the office of whoever appointed the member. 

HB 4294 would authorize the Texas Legislative Council to transfer money to another legislative agency to cover expenses that the Council's director determines to be necessary to further a purpose of the Council. The Texas Ethics Commission would be excluded from the definition of a legislative agency. If enacted, HB 4294 would also expand the membership of the Commission on Uniform State Laws to include the chairs of the House and Senate committees with jurisdiction over uniform state laws and new members appointed by the Lieutenant Governor and Speaker of the House. The bill would update eligibility qualifications and grounds for removal.
