Bill Analysis

HB 4243 would consider a person honorably discharged from the armed forces of the United States or the Texas military forces if the person was dishonorably discharged solely on the basis of the person's sexual orientation or gender identity. This would entitle these individuals to all benefits, rights, privileges, and immunities provided by state law to honorably discharged veterans.

Vote Recommendation Notes

HB 4243 would expand the government's statement to change the past. Breaking a law at the time it was illegal, or breaking a code at the time when it stood is still illegal. Despite changes that occur later, the breaking of the code or law still stands. Especially where the military stands. Such a change sets a dangerous precedent of forgiving previous crimes as the country and its morals change. HB 4243 not only violates the role of the government, but our principles of limited government and personal responsibility. Texas Action opposes HB 4243.
