Relating to a suicide prevention policy in residential child-care facilities and child-placing agencies.

No significant fiscal implication to the State is anticipated. 

Bill Analysis

HB 4041 would require the Executive Commissioner of the Health and Human Services Commission to adopt a model suicide prevention, intervention, and post-intervention policy for use by a residential child-care facility. Such a plan would be required:

  • to be based on current and best evidence-based practices; 
  • to require all employees to receive annual suicide prevention training;
  • promote suicide prevention training for non-employee entities; and 
  • include procedures to support children who return to the facility following hospitalization for a mental health condition. 

The residential child-care facilities would be required to adopt a suicide prevention policy which could either be the model policy described above or another policy approved by the executive commissioner.
