HB 3998 would prevent a political subdivision from adopting or enforcing an order, ordinance, or other measure including an emergency management order, that prohibits or limits the amount of time of an individual's access to an imminently dying member of the individual's family.
HB 3998 benefits the principles of individual liberty, limited government, and personal responsibility. HB 3998 does this by ensuring that family members always have the right to visit their loved ones who are near death. Texas Action supports HB 3998.
