No significant fiscal implication to the State is anticipated.
HB 3941 would repeal Section 604A.0021, Business & Commerce Code, which prohibits certain sellers from imposing a surcharge on buyers for credit card purchases. It is our understanding that a federal district court ruled the existing law unconstitutional.
