Bill Analysis

HB 3927 aims to curb the illegal sale of temporary motor vehicle tags on the black market by entities with no intention of running a legitimate business. To accomplish this, HB 3972 would designate temporary tags as a governmental record and authorize the Texas Department of Motor Vehicles to deny access to the dealer's and converter's temporary tag database. Presumably only suspected or confirmed bad actors would be denied access.

Vote Recommendation Notes

Texas Action is neutral on HB 3297. Depending on how access to the dealer's and converter's database is changed based on the provisions of this bill, it is possible that the regular business of legitimate dealers could be hampered if they are mistakenly denied access to print temporary tags.
