No significant fiscal implication to the State is anticipated.

Bill Analysis

HB 392 would prohibit a public school or public institution of higher education and an employer, labor union, or employment agency from adopting a student dress code or grooming code that discriminates against a hair texture or protective hairstyle that is associated with race.

Vote Recommendation Notes

While it is acceptable for the state to prohibit public institutions from adopting such a dress code, it is not the proper role of the state to impose rules on private entities regarding what types of hairstyles they may or may not prohibit in a dress code. Should this legislation be amended to only apply to state government entities or political subdivisions of the state we would withdraw our objection.
