HB 3916 would allow individuals who own a distributed generation facility, such as solar panels, small wind turbines, fuel cells that run on hydrogen, natural gas, gasoline, or diesel generators, to sell their surplus electric power in the ERCOT power region under certain circumstances including at wholesale price.
Texas Action supports HB 3916 based on the principles of a free market and individual liberty. Allowing small scale generators that supply their own power to sell some of their extra power back to the grid not only improves the grid but fosters a freer market.
