Relating to the authority of the comptroller to send, or to require the submission to the comptroller of, certain ad valorem tax-related items electronically.

No fiscal implication to the State is anticipated.

Bill Analysis

HB 3786 would allow the Comptroller, after proving notice, to require a document, payment, notice, report, or other item that is required to be submitted to the Comptroller to be submitted electronically. The comptroller would also be permitted to send these items electronically as well. HB 3786 allows the comptroller to adopt rules to administer these provisions.

Vote Recommendation Notes

Allowing the use of electronic notices and the ability to electronically submit required documents would create greater efficiency in government. Texas Action supports HB 3786. That being said, it may be beneficial to amend the bill to allow people who do not have the ability to submit documents electronically to continue to do so by mail.
