Relating to expanding the definition of bicycle to include devices
with more than two wheels, including to accommodate modifications
necessary for adaptive riding by persons with disabilities.
It is assumed that the costs associated with the bill's
provisions relating to expanding the definition of bicycle to include devices
with more than two wheels and accommodating modifications necessary for
adaptive riding by persons with disabilities, could be absorbed using existing
resources.
HB 3665 would amend Transportation Code to revise the definition of the term "bicycle" to include a human powered device that has three wheels, two of which are in parallel, and at least one of the three wheels is more than 14 inches in diameter; or any number of wheels and adaptive technology that allows the device to be ridden by a person with a disability. This would in effect modernize the rules of the road to accommodate a wider variety of cycles in common use.
Texas Action supports HB 3665 which supports individual liberty by allowing the legal road use of various types of cycles which are not specifically allowed under the current legal definition of the term bicycle.
