HB 3619 would require groundwater conservation districts to consider, before granting or denying a permit, whether a proposed use of water unreasonably affects wells that are exempt from the requirement to obtain a permit under this chapter or district rules.
Texas Action remains neutral on HB 3619 as this bill does not impact our liberty principles.
