Relating to the functions of the Texas Department of Motor Vehicles; authorizing a penalty.

HB 3514 would clarify and update references, procedures, and practices of the Texas Department of Motor Vehicles. Among other things, the bill would revise the definition of "qualified commercial loan," change a Motor Vehicle Board reference concerning certain statutory requirements to refer instead to the board of the Texas Department of Motor Vehicles, and make other conforming changes.
The bill would exclude certain information filed with the DMV from public record disclosure, would make changes to how contested cases are handled, and provides discretion with respect to canceling a dealer's distinguishing number in certain instances.
HB 3514 would impose a penalty on an insurer for the delinquent payment certain fees or delinquent filing of certain reports. Interest would accrue on any fees that are paid late. A process for appeal is allowed.
