Bill Analysis

HB 3485 would require a school district that adopts a policy under which corporal punishment is permitted as a method of student discipline to provide parents or guardians a notice that includes 1) a statement of that person's right to prohibit the use of corporal punishment by the district against the student, 2) the district's policy on the use of corporal punishment and the statutory definition of corporal punishment, 3) the procedure for the guardian to prohibit the use of corporal punishment, and 4) a conspicuous statement that a new written, signed statement must be submitted by a student's guardian to the district each school year to prohibit the use of corporal punishment against the student during that school year.

The bill also requires each public school district to include in the district's Public Education Information Management System report the total number of certain disciplinary incidents, disaggregated by race, ethnicity, gender, and status as receiving special education services.
