Bill Analysis

HB 2983 would amend state law with respect to requirements for the Department of Family and Protective Services to perform an Initial Medical Examination on children entering the department's conservatorship.

Under HB 2983, the examination would only be required for children who are removed for sexual abuse, physical abuse, an obvious physical injury to the child, or children who have a chronic medical condition, a medically complex condition, or a diagnosed mental illness. 

Vote Recommendation Notes

HB 2983 supports limited government and individual liberty by limiting mandatory medical evaluations to only those situations in which they are obviously necessary. This would limit unnecessary spending and prevent children from undergoing potentially unwanted medical evaluations.
