Relating to certain requirements regarding court-appointed volunteer advocate programs.
No significant fiscal implication to the State is anticipated.
HB 2973 would require the contract that the Health and Human Services Commission enters into with a statewide nonprofit for a volunteer advocate program to include measurable goals for inactive volunteer advocates in the program. The nonprofit that the Commission contracts with would have to have adopted a grievance procedure for alleged negligence or misconduct on behalf of an advocate and maintain accurate records regarding the number of active and inactive advocates in their program.
Texas Action is neutral on HB 2973 as it does not touch directly upon any of our Liberty Principles.
