Estimated Two-­year Net Impact to General Revenue Related Funds for HB2766, As Introduced: a negative impact of ($75,433,208) through the biennium ending August 31, 2023. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

HB 2766 would require the Texas Higher Education Coordinating Board board to establish a pilot program under which the board awards grants to participating public junior colleges to provide financial assistance to qualifying high school students for all or part of the cost of enrolling in dual credit courses at the college.

Vote Recommendation Notes

This bill would create a pilot program to subsidize dual credit courses at taxpayer expense. Texas Action opposes HB 2766 which is inconsistent with the principle of limited government.
