Bill Analysis

HB 2600 would require the Legislative Budget Board to prepare a fiscal impact statement for each bill or joint resolution that would impose a new insurance mandate. The fiscal impact statement would be required to estimate the bill or resolution's effect on health benefit plan issuer expenditures and on premiums and other costs paid by enrollees. The fiscal statement would have to be attached to the bill or resolution.

Vote Recommendation Notes

Texas Action supports HB 2600 because it espouses the limited government principle.  It is eminently reasonable that the government do it's due diligence on the effects new insurance mandates would have on insurance providers and enrollees before attempting to meddle in the insurance market.
