The Gulf Coast Authority is a creation of the legislature for the purpose of protecting waters of the state of Texas. HB 2390 would expand the ability of the Gulf Coast Authority to finance certain projects or qualified improvements within and outside of Texas for the purpose of fulfilling its mission to protect state waters.
Texas Action is neutral toward HB 2390 which does not appear to conflict with our liberty principles.
