Bill Analysis

HB 2245 would update certain processes and practices related to tax appraisal records maintained by a county appraisal district. The bill would require each appraisal record to have a unique account number. If an appraisal district changes the account number of an appraisal record, the appraisal district must provide written notice of the change to the property owner within a given timeframe. 

HB 2245 would require a chief appraiser to comply with a written request from a qualifying property owner to combine contiguous tracts into one single appraisal record or separate identifiable segments of the owner’s parcel or tract of real property into individual appraisal records. 

Vote Recommendation Notes

HB 2245 would expand the transparency in relations to appraisal records and better notify property owners when changes are made so that individuals are not left in the dark, as well as provide more flexibility to owners with respect to the way their records are handled. Texas Action supports HB 2245.
