No fiscal implication to the State is anticipated.
HB 2209 would allow municipalities that serve as a county seat in a county that has a population of at least 8500 people and contains part of the Chaparral Wildlife Management Area to use the revenue from the municipal hotel occupancy tax for the construction or maintenance of a sports facility or field. This bill is bracketed to Carrizo Springs in Dimmit County.
Texas Action opposes HB 2209 as it would subsidize a sporting facility to increase tourism. The tourism and travel industry, like any other private industry, should not rely on taxpayer subsidies in order to flourish. It is emphatically not within the proper role of government to use taxation in this manner.
