Bill Analysis

HB 2022 would require the Teacher Retirement System to provide one opportunity to reenroll in a health benefit plan offered under the group program for an otherwise eligible retiree who is eligible to enroll in Medicare, whose initial enrollment was voluntarily terminated on or after January 1, 2017, and on or before December 31, 2019, and who opts to reenroll on or before December 31, 2023.

Vote Recommendation Notes

Texas Action is opposed to HB 2022 as it violates the principles of limited government and personal responsibility. Retired teachers who voluntarily left the Teacher Retirement System should not be given a mulligan to re-enter. This will overburden the already failing system and, as the fiscal note points out, "may result in the need for higher contribution rates from the State, employers, or members to the TRSCare program."
