Bill Analysis

HB 1921 would require the Texas Department of Criminal Justice to conduct a study to identify potential changes to modernize their correctional facilities. They would have to consider any change that would decrease maintenance costs, improve energy efficiency, and increase funds available for officer pay and programs for inmates. The Department would be required to consult with various stakeholders when conducting the study. By January 1, 2022, the Department would have to implement any changes identified in the study.

HB 1921 would require the Governor to create the Texas Prison Repurposing Commission to evaluate existing prisons and make recommendations as to which prisons should be renovated or repurposed. HB 1921 would also clarify that the Department can enter into a contract in which a private vendor constructs a prison and leases it to the Department. These contracts would have to require the vendor to maintain the facility.

Vote Recommendation Notes

Texas Action supports HB 1921 because it would promote limited government. A study for the modernization of correctional facilities could lead to policies that would reduce government spending and make existing spending more efficient. The proposed Prison Repurposing Commission would have the same effects. HB 1921 would create more accountability in the operation of the state prison system.
