HB 1817 would require the agency head or the presiding officer of a state agency's governing body to sign the written justification to purchase a proprietary product. The agency head or presiding officer can designate another person to sign the written justification for the agency. On receipt of the written justification and any other documentation required by the comptroller, and on approval of the purchase request, the comptroller shall proceed with the purchase for the requesting state agency or delegate to the agency the authority to purchase the product.
Texas Action is neutral on HB 1817 as no liberty principles are affected.
