Relating to a requirement that all components of a voting system used in an election in this state be manufactured, stored, and held in the United States by a company headquartered in the United States.
No significant fiscal implication to the State is anticipated.
HB 1314 would require, beginning September 1, 2021, that all software of a voting system approved for use in elections be developed and operated entirely within the United States and sold by a company whose headquarters are located in the United States. The bill would also require the company's parent company's headquarters to be located in the United States, provided the company has a parent company.
HB 1314 would require any hardware used in the voting system, if not manufactured in the United States to be delivered to the United States with no embedded software installed.
Texas Action supports HB 1314 because it espouses the limited government and individual liberty principles by protecting the integrity of Texas of elections. This bill would enact additional security to Texas elections by removing foreign influences from our elections by requiring voting systems and their software to be developed and operated solely in the US. Any hardware for a voting system would have to be delivered free of embedded software if it comes from outside the US.
