No significant fiscal implication to the State is anticipated.
SB 991 would direct the Texas Department of Transportation to contract with a third-party to conduct a study on the feasibility of issuing digital identification and digital personal information (e.g., a mobile app in place of a physical driver's license). The study must be submitted by December 2022.
Texas Action remains neutral on SB 991 as it does not impact upon our liberty principles. It is within the proper role of government to to investigate ways to modernize state-issued identification.
