Relating to state and regional flood planning.

Fiscal Notes

Estimated Two-year Net Impact to General Revenue Related Funds for SB 8, Committee Report 1st House, Substituted: a negative impact of ($43,422,875) through the biennium ending August 31, 2021.

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. 

Bill Analysis

SB 8 would create the framework for a state flood plan through a network of regional watershed groups developed and overseen by the Texas Water Development Board. The regional flood planning groups would be made up of representatives from the general public, counties, municipalities, industries, agricultural interests, environmental interests, small businesses, electric generating utilities, river authorities, water districts, and water utilities. 

Additionally, SB 8 would direct the state board to prepare and adopt a plan for the repair and maintenance of certain flood control dams.

This section would expire, and the advisory committee would be dissolved, on September 1, 2021.
