Bill Analysis

SB 700 would reclassify the parameters of Class C and Class B utilities and create a new category called Class D utility. A Class D utility would be a public utility that provides retail water or sewer utility service through fewer than 500 taps or connections.

The bill lays out responsibilities and requirements associated with the Public Utility Commission approving the acquisition of a non-functioning retail water or sewer utility service provider. The bill also prescribes alternative ratemaking methodologies for timely and efficient cost recovery.
