Relating to the abolition of student loan default or breach of a
student loan repayment or scholarship contract as a ground for
nonrenewal or other disciplinary action in relation to a
professional or occupational license.

No significant fiscal implication to the State is anticipated.
Bill Analysis
SB 37 would prohibit a licensing authority from using default on a student loan as a reason to deny someone an occupational or professional license. It also repeals several laws referring to certain penalties for defaulting on student loans.
Vote Recommendation Notes
Texas Action recommends supporting SB 37 because it supports our principles of limited government, individual liberty, and personal responsibility. This bill helps promote individual liberty and limited government by eliminating a barrier of entry into the marketplace and allowing those in default on their loans the ability to participate in their profession of choice. SB 37 also promotes personal responsibility by allowing those in debt or default on their loans to earn money to pay off their loan.
