Bill Analysis

SB 15 would prohibit municipalities or counties from adding rules or regulations relating to employment leave, hiring practices, benefits, paid sick leave, scheduling practices, and criminal history. 

Vote Recommendation Notes

Texas Action supports SB 15 because it promotes limited government, free markets, and individual liberty. SB 15 would prevent municipalities and counties from overstepping their regulatory authority in hiring practices. Private employers and employees should be free to negotiate their own contracts and agreements without government entities micromanaging the details.

Additionally, there are serious concerns about "ban the box" policies which this legislation would correct. Municipal regulations compelling private companies to remove criminal history inquiries can have adverse effects on the business and applicant alike. Aside from exposing businesses to costly civil litigation, it would serve to further compound disparities in hiring practices (which it is intended to protect against).
