Bill Analysis

SB 1132 would authorize municipalities located in a county with a population of 225,00 or more, rather than 300,000 or more, to annex an enclave. This would effectively allow municipalities in Dallas County to annex enclaves which are unincorporated areas with fewer than 100 dwelling places and which are wholly surrounded by the municipality.

Vote Recommendation Notes

Texas Action recommends opposing SB 1132 because it violates principles of limited government, individual liberty, and property rights. This bill would allow certain municipalities to annex an enclave by ordinance, without the consent of any of the residents of, voters of, or owners of land in the area.
