Fiscal Notes

Estimated Two-year Net Impact to General Revenue Related Funds for HB6, As Introduced: a negative impact of ($10,406,830) through the biennium ending August 31, 2021. 

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

HB 6 would create a disaster recovery task force to provide assistance in communities after natural and man-made disasters. This would include providing assistance in financial issues, available federal assistance programs, and recovery and resiliency programs. The task force would be allowed to use resources from institutions of higher education, other appropriate state agencies, and organized volunteer groups. The task force would be required to brief members of the legislature, legislative staff, and agency personnel once a quarter.  

Vote Recommendation Notes

We believe that disaster recovery and planning is a legitimate function of state and local governments. Although we do not support the cost implications of hiring the full time staff that would be required by this legislation, we remain neutral because hurricane preparedness is a legitimate function of government.
