Relating to requiring the reporting of certain information regarding prekindergarten programs provided by or on behalf of school districts.

Bill Analysis

HB 55 would require public school districts and private entities that contract with a public school district that offer free prekindergarten classes to report certain information. That information would include the number of students, certified teachers, and teacher's aides in each prekindergarten class; whether the prekindergarten class is full-day or half-day; and, if the district offers half-day classes, whether the district offers two half-day classes per day. Using this information, this bill requires the Texas Education Agency to submit a report to the legislature not later than August of each year beginning in 2020. 

Vote Recommendation Notes

Texas Action remains neutral on HB 55 because it does not promote or violate any of our principles. However, we do oppose taxpayer funded prekindergarten and would oppose future legislation that may use the results of the information collected through these reporting requirements as a basis to expand taxpayer funded prekindergarten programs.
