No significant fiscal implication to the State is anticipated.

Bill Analysis

HB 5 would require the Texas Division of Emergency Management to create a catastrophic debris management program with consultation with other state agencies. The division would also be required to develop a model guide, with FEMA, to contract services to remove debris. This bill also creates a wet debris study group to study issues related to removing wet debris following a disaster.
