Bill Analysis

State agencies are required by the legislature to make various reports on an ongoing, indefinite basis while other reports are required for a limited duration only. HB 3912 effectively places a sunset on indefinite reporting by stipulating that an agency is not required to submit the report to the legislature after the 10th anniversary of the date the agency first submitted the report to the legislature. 

Vote Recommendation Notes

Texas Action supports HB 3912. It is consistent with the principle of limited government to occasionally revise and re-evaluate agency obligations. Some reporting requirements may become obsolete over time and amount to wasted busywork on the part of state agencies which could otherwise use resources more effectively. If after ten years a report is still necessary or desirable, the legislature can always re-authorize it.
