Bill Analysis

HB 3371 would prohibit a municipality or county from adopting or enforcing an ordinance, order, or regulation that: (1) requires a permit for the installation or use of a battery-charged fence to which this bill's provisions apply that is in addition to an alarm system permit issued by the municipality or county; (2) imposes installation or operational requirements for the battery-charged fence that are inconsistent with the standards under this bill; or (3) prohibits the installation or use of a battery-charged fence.

Texas Action supports HB 3371 because it promotes limited government and property rights. This bill would allow business owners to protect their assets and property in the way that they best see fit without needing to meander the patchwork of local security regulations and permitting processes related to certain battery-charged fences.
