Relating to the necessity of hearings regarding the dissolution or conversion of certain conservation and reclamation districts.

HB 2914 would amend the Water Code to authorize the Texas Commission on Environmental Quality to adopt a dissolution order for certain districts without conducting a hearing if it receives a petition for dissolution from either a majority of owners in value of the land in the district or from the district board of directors, provided certain conditions are met.
The bill would also allow TCEQ to convert a conservation and reclamation district to a municipal utility district without holding a hearing.
