Relating to the authority of the Texas Commission on Environmental Quality to issue permits for the discharge into water of this state of produced water, hydrostatic test water and gas plant effluent resulting from certain oil and gas activities.

Estimated Two-year Net Impact to General Revenue Related Funds for HB 2771, As Introduced: an impact of $0 through the biennium ending August 31, 2021.  The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

HB 2771 would allow the Commission on Environmental Quality (upon authorization by the Environmental Protection Agency) to issue permits for the discharge of water for produced water, hydrostatic test water, and gas plant effluent that result from certain activities. Furthermore, the bill would transfer responsibilities relating to these activities from the Texas Railroad Commission to TCEQ.
