Bill Analysis

HB 2452 would allow the Texas Department of Licensing & Regulation to contract with a qualified individual to assist with complaint review process. The contractor would be immune from liability except in cases of fraud, conspiracy, or malice on their part. The department would additionally be permitted to accept, but not be obligated to investigate, a complaint that lacks sufficient information to identify the source or the name of the person who filed the complaint.
