Bill Analysis

HB 2320 would require the division of emergency management to, if possible, include private wireless communication, internet, and cable service providers in disaster relief planning. The division would also be required to develop plans to harden utility facilities and critical infrastructure, such as hospitals and fire stations in order to maintain operations of essential services during disasters. The bill would also require the public promotion of bill payment assistance during a natural disaster under the supervision of the Texas Department of Emergency Management (TDEM) and the Public Utilities Commission (PUC).

Texas Action remains neutral on HB 2320 because it does not affect our liberty principles.
