Relating to mental health and substance use resources for certain school districts.
According to the Legislative Budget Board, HB 19 would have a negative impact of $4,600,000 through the biennium ending August 31, 2021.
HB 19 would require local mental health authorities to provide each of the 20 regional education service centers with a non-physician mental health professional to serve as a mental health and substance use resource for school districts. Among other things, these professionals would act as a resource for schools by raising awareness, providing training and programs related to mental health, providing training regarding the effects of grief and trauma, providing support to children with intellectual or developmental disabilities, facilitating training and intervention programs to help students avoid drug, alcohol, and cigarette use. School districts would not be required to participate in training, programs, or resources provided by a non-physician mental health professional provided for by this legislation.
