Bill Analysis

Under current law, subsidies are provided to incentivize the purchase or lease of certain reduced emissions light-duty motor vehicles. HB 1649 would expand eligibility for these subsidies to include a $2,500 subsidy for the purchase of a new motorcycle powered by an electric drive.

Vote Recommendation Notes

Texas Action opposes HB 1649 for violating our principle of limited government. Government should not be in the business of providing taxpayer-funded subsidies for the purchase of any type of vehicle. This practice picks winners and losers in the marketplace, leads to unintended consequences (such as reduced gas tax revenue), and places Texas taxpayers on the hook to help other motorists buy expensive new vehicles.
