Bill Analysis

Under current law, the Texas A&M Engineering Extension Service (TEEX), public community, and technical colleges are required to submit a report to the Texas Workforce Commission about the use of state funds for training programs they provide with money from the Skills Development Fund. SB 634 would stipulate that failure to provide the report required in statute would mean the entity must refund all money received from the fund for the biennium in which the report was due and may not receive any additional funds until the reporting requirement has been complied with.

Vote Recommendation Notes

According to the bill author's statement of intent, some of the qualifying entities have not been submitting the required reports and this bill is aimed at incentivizing compliance. This bill promotes our principle of limited government by properly enforcing the balance of powers between branches of government. It is the duty and responsibility of the legislative branch to ensure agencies which fall under the executive branch properly adhere to the requirements it sets forth. This accountability is essential to good government and stewardship of taxpayer funds, therefore we support SB 634.
