Bill Analysis

HB 3254 would modify the regulatory process for registration of motor carrier companies. The Department of Public Safety would be authorized to suspend, deny, or renew a registration to motor carrier entities that do not pass federal safety compliance or has unpaid administrative penalties. Motor carrier companies may not renew a registration that has been expired for more than 180 days. The Texas Department of Public Safety would adopt and implement rules regarding the method of payment of a fee required under the unified carrier registration plan and agreement.

Vote Recommendation Notes

The state has legitimate authority to determine the registration processes for vehicles that are domiciled in this state. While not all provisions of this bill appear to be entirely necessary, this bill neither uplifts nor offends our liberty principles and we remain neutral.
