Bill Analysis
HB 3018 would amend the Insurance Code to require in the plan for operation of the Texas Windstorm Insurance Association to include a requirement that a nonresident agent may not offer or sell a Texas windstorm and hail insurance policy unless the nonresident agent’s state of residence authorizes a resident agent licensed in this state to act in the nonresident agent’s state as an agent for that state’s residual insurer of last resort for windstorm and hail insurance.
Vote Recommendation Notes
This is a procedural bill regarding reciprocal requirement for nonresident agents for hail and windstorm insurance and does not appear to have a connection to our liberty principles, therefore we remain neutral. On a related note, Texas should work to secure reciprocal agreements with as many states as possible for as many licensed professions as possible in order to reduce bureaucratic barriers to occupations in this state and for Texans relocating to other states.
