Fiscal Notes
Estimated two-year net impact to general revenue related funds for HB 1818, as introduced: a positive impact of $8,647,734 through the biennium ending August 31, 2019. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.
Bill Analysis
Under current law, the Railroad Commission is authorized to create regulations, issue licenses, and otherwise manage resources in Texas. HB 1818 would move the sunset review of the commission to 2029, create new procedures that encourage rulemaking negotiation and dispute resolution, require the creation of a plan to use monitoring equipment in a way that is safe and environmentally friendly, and allow the for the imposition of fees related to regulations on pipelines.
