Bill Analysis

SB 953 would exempt a person who sells electric signs from needing an electrician’s license to operate. This exemption only applies if the person does not do any of the electrical work on the sign and instead uses a sign contractor or electrical contractor to perform the work. 

Vote Recommendation Notes

Current law prohibits electric sign companies from doing business if they do not have a licensed electrician on staff. This means they may not even sell an electrical sign without a licensed electrician on staff.

This bill would relieve electric sign businesses of this unnecessary burden by removing the requirement that they keep a licensed electrician on staff. Such regulations functionally serve as job programs for licensed electricians which is not the proper role of the state to perform. This will decrease government regulation, which will give the free market more leeway to operate uninhibited. 

For these reasons, we support SB 953.
