SB 928, if passed, would remove Section 928 from the
Agriculture Code, repealing the Equine Incentive Program. This program exists
to provide an incentive for owners of Appaloosa horses, paint horses, and
quarter horses to participate in horse events in Texas. Any money which remains
in the program after its abolition would be distributed to appropriate breeder’s
associations. The distribution of said money would be determined by a formula
related to the number of registered mares held by each breeder’s association.
We generally oppose state interference in industry, agriculture, and
other economic activities. SB 928, by abolishing the Equine Incentive Program
is a solid step in the correct direction. (It is worth noting that the return
of funds to breeder’s associations is equitable given that these associations
paid into the program originally, and that even though the program is a form of
unnecessary state interference, it did not appropriate funds from elsewhere.)
