The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

From the Author's Statement of Intent:

S.B. 742 seeks to allow the state issuance of license plates benefitting the Texas Medical Center (TMC). The revenue generated by sale of the plates, minus administrative costs, will be deposited to the credit of the Texas Medical Center and its member institutions for furtherance of the valuable services provided to the citizens of Texas. Texas Medical Center (TMC) is the world’s largest medical complex, comprised of 21 renowned hospitals, 13 support organizations, eight academic and research institutions, six nursing programs, three public health organizations, three medical schools, two universities, two pharmacy schools, and a dental school. Since opening in 1945, TMC has been pioneering patient care, research, education, and prevention. As proposed, S.B. 742 amends current law relating to the issuance of Texas Medical Center specialty license plates.
