Relating to the
setting of annual interest rates for utility deposits by the Public
Utility Commission of Texas.

No significant fiscal implication to the State is anticipated.
Bill Analysis
Currently the Public Utility Commission is required to
meet on December 1st to set the annual interest rates for utility
deposits for the next calendar year. If December 1st falls on a
weekend or legal holiday the Commission is to meet on the next available work
day. The Commission recently submitted a recommendation that it be permitted to
meet on any day in the fourth quarter before December 1st, on the
grounds of logistical flexibility. SB 734 would grant this flexibility by
allowing the Commission to meet before December 1st to determine
interest rates.

No amendments or modifications have been made to the bill since we reported on it.
First chamber analysis:
SB 734 would grant the Public Utility Commission more
flexibility which we have no reason to view as either a positive or a negative change. This bill would not significantly affect any of our liberty principles, therefore we are neutral.
